freezing pulse problem with the combat config

i change all my config to make the attack goes at 10 range but the bot still using freezing pulse at max range from the monster instead of charging in. Is their any way to adjust that or i need to change my build ?

experiencing the same problem. Wanted to setup ice spear to pull mobs and then on close range use FP.. but it just keeps using FP.
