not casting spell

my guy is not casting enduring cry and blood rage, and when i set it to always recast buff. it just stands there and cast non stop. i set cool down to 8000. max distance 40 and min is at 25. min monster required in rage is set to 5 and min monster required rage is set to 10. please help. many thanks

for blood rage I just set up always recast option all others I didn't change and works good

I put it one always recast and it just stands there and recast the buff. I have no idea how to fix this.
