Cannot find the Restart by Restart Manager

okay so this problem is happening no matter what i do, both modes dont work, log isnt telling me anything i understand, just get a restartbyrestartmanager error it sees everything it just comes to a halt, again both modes dont work but the bot ran perfectly fine before. also sorry for necro
